MONITORING-EVALUATION STUDY OF THE SOCIO-ECONOMIC IMPACTS OF THE ROAD INFRASTRUCTURE MODERNIZATION PROGRAM (PMIR)

The PMIR program aims to modernize the Tunisian road network through projects for the rehabilitation of sections of road in a deteriorated or even very deteriorated situation with a total length of 718 km, while also carrying out reconstruction projects for 18 works of art. dilapidated often not offering minimum structural safety conditions; the objective is to offer easier accessibility for the local populations residing in the area of ​​direct influence of the projects, to facilitate exchanges between the regions, and consequently to reduce regional inequalities.

The objective of the mission is to carry out an impact study of the PMIR in two parts:

  • Before-After impact assessment: The impact of infrastructure projects is assessed, through a set of indicators, with reference to the baseline situation, established during phase I.
  • Evaluation by the beneficiaries according to their perception, this component itself having two aspects: The approach consists of taking composite perception measures describing all the possible dimensions of the appreciation of the projects by the beneficiaries

Services provided

  • Phase 1: Establishment of the baseline situation of the program
  • Phase 2: Monitoring of the creation of direct jobs during the works, monitoring of the situation of the people involved in the small catering

Phase 3: Monitoring and evaluation study of the socio-economic impact of the project (Before/After impacts; evaluation by the beneficiaries)
